Nursultan Nazarbayev advocates special UN resolution to restrict N-proliferation

Nursultan Nazarbayev’s state visit to US: a highly successful and unprecedented event evoking large scale economic and political gains for Kazakhstan

 The President of the Republic of Kazakhstan Nursultan Nazarbayev this week paid an official visit to the US and  concluded a hectic schedule of his meetings here. The Kazakh leader was warmly welcomed. The chief event included his meeting with the UN Security Council dedicated to non-proliferation of weapons of mass destruction in his capacity of Chairman of the UN Security Council..

The President Nursultan Nazarbayev also had a meeting with US President Donald Trump to discuss numerous bilateral issues related to enhancement of trade and business between the two countries, dealing with state terrorism particularly with relation to North Korea and building relations as strategic partner of the US in the region.

With a view to make his state visit more fruitful the Kazakh leader held a number of business meetings to give a boost to the progressing economy of the Republic of Kazakhstan. Thus, this visit was largely unprecedented in many ways. The President of Kazakhstan is the first of the leaders of Central Asia to visit the White House, and his country is the first in the region to become the chairman of the UN Security Council.

The US President Donald Trump appreciated the Kazakh leader and approved of him as an extremely valuable partner for the US, given its leadership position in the region and the peacekeeping in general. He remarked: “The fact is that the US wants to have partners that are strong, prosperous” the US president emphasized, «who respect their neighbours and control their own destiny. I look forward to seeing the huge progress that has been made by the people of Kazakhstan. We want Kazakhstan to have a good, sovereign and prosperous future, and we wish the same to all peace-loving peoples of the world, to all.

One of the significant and positive results of the meeting between Nazarbayev and Trump can be called the signing of the Agreement on Enhanced Strategic Partnership.

Speaking about strategic partnership in the economic sphere, the leaders of the two countries specified unequivocally that they intended to consult on sanctions in order to avoid any unintended consequences for the economy of Kazakhstan, which have already led to some reflection on the issue.

Through out all mediatory role of Kazakhstan, which he played two years ago in the reconciliation between Russia and Turkey the main thesis of the Kazakh leader remained: “first the economy, and then – the policy“. Such statements seriously reflect the vision of The President Nursultan Nazarbayev.

From economic point of view, the visit of Nazarbayev’s can be considered extremely successful. During his visit The Kazakh President has concluded more than 20 contracts with representatives of large US business organizations for a total of more than 7 billion USD. Agreements deal with various industries – from aviation and railroad communications, to energy, agriculture and space.

The visit of the Kazakh leader to the US was highly appreciated by foreign experts. Director of the Center for Foreign Policy of the Heritage Foundation, Luke KOFFFI, said that after the visit the ties between Kazakhstan and the US have risen to a new level: “Kazakhstan is an important US partner in Central Asia”, Coffey said. – We have many common tests, as well as enough common opportunities. I hope that this visit will be the first step in long-term relations between Kazakhstan and the United States… Kazakhstan has recently put forward many diplomatic initiatives. And this is very correct. For example, we can note the talks in Astana, (according to Syria – the author), which met our expectations.

Besides, numerous political analysts have also reflected upon the visit of the Kazakh leader to the United States as the execution of the peacekeeping mission. A part of the bilateral meeting was devoted to discussing measures to resolve the conflict in Afghanistan and the situation with North Korea. “The problem of North Korea can only be solved jointly with the United States, China and Russia”, the President of Kazakhstan said. – In this regard, we, neighbors, of course, are concerned about the political relations between the United States and Russia, which left “to zero”.

Director of the Center for Strategic and International Studies Daniel Runde is confident that the US should deepen its trade and economic ties with Kazakhstan and increase investment. He remarked: “We know that the Kazakh authorities consider this a priority”, he agreed. – I note that modern society has formed in Kazakhstan. I would even say that this is one of the most educated, healthy and wealthy nations of the world…. The visit of President Nursultan Nazarbayev is aimed at strengthening partnership relations”.

The stand of Kazakh leader on non proliferation of nuclear weapons of mass destruction (WMD) was elusive and soul stirring.  Nursultan Nazarbayev in his speech from the rostrum of the UN Security Council emphasized on, “Non-proliferation of WMD through confidence-building measures”. Kazakhstan has proved through her own example that voluntary disarmament is possible. The President Nursultan Nazarbayev in his speech remarked: «For a quarter of a century in the UN system, my country has made a rapid path from the holder of the world’s fourth nuclear arsenal to the country-leader of the global non-proliferation of WMD», Nazarbayev recalled. – We closed the world’s largest nuclear test site in Semipalatinsk..’

At this moment, Kazakhstan is a party to all fundamental international treaties in the field of nuclear security and has legally consolidated its non-nuclear status. He added that: «We created and strengthened our independent country, achieved its high international authority, renouncing nuclear weapons and receiving guarantees of non-aggression from nuclear powers», the Kazakh president said. – We call on all other countries to follow our example. We called for Iran in our time, now we call on North Korea.

According to Nazarbayev, the main defence for the country is the trust of the world community and the growth of WMD production only increases the risk of nuclear, chemical, biological, radiological weapons falling into the hands of destructive forces. He said: «Today, the legal framework for ensuring nuclear security could not prevent the expansion of the nuclear club of the powers at the end of the 20th century». The Kazakh leader further said. «I believe that the much-needed strengthening of the non-proliferation regime based on the Treaty on the Non-Proliferation of Nuclear Weapons requires profound mental changes, new multilateral political decisions.

Before closing his speech, the President proposed to complicate the withdrawal from the Treaty on the Non-Proliferation of Nuclear Weapons and to work out a special resolution of the UN Security Council that defines clear consequences for countries that violate the Treaty, including coercive and sanctions. He said: “It is necessary to work out a really working mechanism for applying tough measures against the acquisition and proliferation of WMD”, Nazarbayev summed up. – Such multilateral agreements should be approved by separate resolutions of the UN Security Council.’ It was proposed to develop a legally binding system of guaranteeing nuclear Powers to voluntarily renounce the possession of nuclear weapons, as well as those having a non-nuclear status.

In view of the President of the RK, it was also necessary to abandon the unification of countries, popular in the last century, into military blocs. “The world community is a single organism that is strong in its diversity and diversity”, Nazarbayev summed up. – It can survive and develop with balance and harmony among the nations and peoples that inhabit our planet. That is why we must work together to achieve a safer world and a more equitable world order based on the rule of law. I believe that the trust, will and intelligence of the world community multiplied by the energy of collective action will not allow our planet to step into the abyss of a global catastrophe.

Concluding the entire argument we can say without a tinge of doubt that in the form of President Nursultan Nazarbayev the RK has found a visionary leadership who has given Kazakhstan politically and economically  a vibrant leadership.
